Why the price is different from council to council
The Animal Welfare licensing framework is national, but licensing is administered locally. Councils publish their own charges and may describe them differently. Some show a single home-boarding fee; others separate application, licence, inspection or veterinary elements. A fee from a neighbouring authority is therefore useful only as a rough comparison.
Costs to look for
- New application or grant fee.
- Renewal fee.
- Inspection or officer time where charged separately.
- Veterinary inspection costs where a vet is required.
- Variation, duplicate or replacement licence fees.
- Business changes needed before the premises can meet the conditions.
Budget for the home setup as well as the fee
The council payment is only one startup cost. A licence application may reveal that you need changes to barriers, doors, outdoor security, washable surfaces, fire or carbon-monoxide detection, isolation arrangements, cleaning equipment or other parts of the premises. Those changes can cost more than the licence itself, so build a contingency into the launch budget.
Higher standards can affect licence duration
The current statutory guidance explains that businesses meeting the higher standards can qualify for a longer licence period within the star-rating system. That can change the effective licensing cost over time, but it should not be treated as a guaranteed saving: the business still needs to meet the required higher standards and enough optional higher standards, alongside the relevant risk assessment.
Do not choose a location based only on the fee
A cheaper council fee does not make a property more suitable for home boarding. The licence depends on the actual premises and operating arrangements. If you are moving or choosing a property specifically for the business, secure outdoor space, separation options, neighbours, access and the ability to satisfy local planning or landlord requirements can matter far more than a small difference in the application fee.

Search your local authority website for animal activities licensing fees, or contact the licensing team if the page is unclear. Save the fee page or confirmation with the application records so you know what the quoted amount covered. Do the same before renewal rather than assuming last year’s price still applies.
